One variable, described three ways

All three manufacturers are describing the same property: how finely the compressor can match its output to the load in front of it. A single-stage machine has one answer to every question, a two-stage machine has two, and a variable-speed machine has a range.

The published low-stage figures cluster tightly. Carrier says about 65 percent, Trane says around 65 percent, and Lennox gives a typical 60 to 70 percent, which is the same claim expressed with different precision.

The variable-speed figures do not cluster. Carrier's floor is 30 percent of capacity and Trane's is 25 percent, and Lennox describes the capability by counting levels rather than by naming a minimum at all. Those are three different ways of answering the same question, and only the first two can be compared directly.

Why the bottom of the range is the number that matters

Cooling equipment spends most of a season serving a load well below the design condition it was sized for. A machine whose smallest available output exceeds that load has no choice but to satisfy it, stop, and start again.

Each of those stops ends a run during which moisture was being removed from the air. Carrier's humidity grading follows directly from that: standard for single-stage, enhanced for two-stage, and premium for variable-speed, with a claim of up to 400 percent more humidity removal than a standard system in worst-case conditions.

The low end of the modulation range is therefore the specification that decides comfort in a shoulder-season month. A floor of 25 percent lets the equipment stay running through conditions where a 65 percent low stage would already be cycling.

What the categories do not settle

They do not settle efficiency. Carrier grades single-stage as standard SEER2, two-stage as high, and variable-speed as highest, but a specific two-stage unit can carry a better rating than a specific variable-speed one, and the certified figure for the pairing is what applies.

They do not settle sizing. Modulation makes a machine more tolerant of being slightly large, and it does not make an oversized system correct. The load calculation still decides the nominal capacity, and the staging decides how gracefully the equipment handles everything below it.

They do not settle sound in any comparable way. All three describe the quieter categories qualitatively, and none of the three pages quotes decibels, so a sound comparison has to come from the individual product data rather than from the category.

How to read the difference in a quotation

Ask for the minimum capacity in the same units as the nominal capacity. Thirty percent of a three ton machine and 25 percent of a five ton machine are not close together, and the percentage on its own conceals that.

Then ask what the house is actually being sized for. A well-insulated house whose summer load sits far below design gets more from a wide modulation range than a leaky one whose load stays near design whenever it is warm.

Humidity is the third question, and it is the one the efficiency ratings do not contain. Carrier's own grading treats humidity as a separate column from SEER2 for that reason, and a house with a humidity complaint has a comfort argument for modulation that its energy bill may not support on its own.
