What a pre-charged set changes and what it does not
It removes one step from the owner's side: the evacuation and charging that would otherwise need a vacuum pump, a micron gauge, gauges, and scales. That is a genuine simplification and it is the reason the format exists.
It does not remove the rest of the job. Wall penetration, mounting a heavy outdoor unit, achieving the fall the condensate drain needs, routing and protecting the line set within its bend radius, and connecting the electrical supply are all still the work. The last of those is an electrician's, not an owner's.
It also fixes the pipe length. A pre-charged set is supplied at a stated length, and the installation has to fit it. Extending, shortening, or coiling excess pipe are all constrained by what the manufacturer's instructions permit.
Where the law sits, in both jurisdictions
In the United States, EPA Section 608 governs who may open a refrigerant circuit and requires certification for recovery and service on stationary equipment. A sealed pre-charged connection made as the manufacturer designed it is a different act from opening a circuit, but any later service that breaks into the circuit falls under the rule.
In the United Kingdom, the F-gas regime requires certification for work on equipment containing fluorinated refrigerants, and places leak-checking and record-keeping duties on operators of equipment above stated charge sizes. Owner-installed equipment does not sit outside that framework.
The practical point is the same in both places: whatever the installation route, the first repair that opens the circuit is a certified technician's work, and that technician will want the installation documentation.
