A technician measures flow at each supply, return, and hydronic terminal, compares the reading against the drawings, and works dampers or balancing valves until the number sits inside the project's stated band. That band exists because an instrument is never perfectly precise and a finished installation never behaves exactly like the model it was designed from.

Testing, adjusting, and balancing: what it is not
- Testing, adjusting, and balancing is not the same activity as functional performance testing. Passing one says nothing about whether the other would pass.
- The band is not slack built in to excuse a weak install. Its purpose is absorbing the gap between a calculated model and how a real installed system actually behaves, plus whatever the instrument itself cannot read perfectly.

Is the 10 percent tolerance the same on every project?
It is a common convention, but the figure that governs a specific project is whatever its own commissioning specification states, which can set a tighter or different tolerance for critical applications.
Does TAB include duct leakage testing?
Duct leakage testing is a related but separate measurement, checking how much air escapes the duct system rather than how much flow reaches each terminal device once balanced.
Who is responsible for correcting a reading outside tolerance?
The responsible party depends on the cause: a damper or valve adjustment is a balancing correction, while a duct sized too small for its run is a design or installation issue that balancing alone cannot fix.
